JOB SUMMARY

This position is responsible for enforcement of the City's Community Appearance and Sanitation Codes by enforcing standards and prosecuting violators.

ESSENTIAL JOB FUNCTIONS       

  • Investigates unacceptable health, safety and sanitary conditions within the City enforcing the City's Community Appearance and Sanitation Codes and SC DHEC regulations.
  • Notifies residents and businesses of violations and provides information to remedy situations.
  • Maintains written records of conditions including health problems, sewer problems, safety problems, junk vehicles, littered yards, overgrown yards, dumpsters, and vacant lots.
  • Reports conditions to proper authorities and requests assistance or action if necessary.
  • Issues citations, summons and warrants for non-compliance of ordinances.
  • Gathers information and evidence and testifies in court against violators.
  • Identifies and locates owners of property by utilizing County tax maps, scrolls and telephone. Writes letters to property owners and mortgage companies in order to reach compliance.
  • Takes photographs of ordinance violations for court cases.
  • Performs research utilizing Government records to identify and locate responsible parties and corresponding with those parties by means of written letters, email or telephone.
  • Performs other duties as assigned.

 MINIMUM REQUIREMENTS

  • High School Diploma or GED.
  • Two (2) years of experience in code enforcement or successful completion of training as a Code Enforcement Officer Trainee.
  • Any combination of education and experience totaling two (2) years is acceptable.
  • Property Maintenance and Housing Inspector certification.
  • Valid South Carolina Driver's License.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of department policies and procedures.
  • Knowledge of the City's Community Sanitation and Appearance Codes and SC DHEC regulations.
  • Knowledge of Excel and Word.
  • Skill in oral and written communication.
  • Ability to operate a computer and digital camera.
  • Ability to gather evidence and formulate reports.
  • Ability to deal with the public, to include handling potentially difficult customers and volatile situations.

 PHYSICAL DEMANDS

The work requires exerting up to 10 pounds of force occasionally and negligible amount of force to move objects and the following physical abilities: fingering, handling, hearing, mental acuity, repetitive motion, speaking, visual acuity, and walking.

 WORK ENVIRONMENT

The work is typically performed in an office.
